Malcolm Underhill comments on The Criminal Injuries Compensation Scheme (CICA)

I note The Times reports (21 October) The Criminal Injuries Compensation Scheme (CICA) is to be reviewed, as it is regarded as expensive and unwieldy. It is considered unsatisfactory to victims, who tend to suffer long delays in receiving their compensation. I have no objection to a reform of the CICA but it should include a review of the tariff system of assessing damages. The current system, with a cap on compensation levels does not do justice to the innocent victims of crime. We should return to the common law assessment of damages.
